Why one character may carry more potions
The clearest documented capacity modifier is Bottomless Potion Belt in its Black Mist version: its unique effect adds four Potion Charges. The listed item requires level 70, has item level 850 and can be used by all classes. Do not assume an older or differently labelled version has identical requirements.

A charge bonus describes capacity, not a stated increase to healing per potion. The tooltip does not establish a universal base count or every other way to change capacity.
What happens when you are already full?
Several launch players asked for spare health-potion pickups to heal the character when charge capacity was already full. Those threads describe the existing behaviour they wanted changed; they are not confirmation that automatic overflow healing was added.
A full counter is already at its capacity. Rather than planning around automatic overflow healing, watch when charges are spent and when pickups arrive. That is especially useful if you reach the boss with fewer charges than expected.
Running out before the boss? Check the threshold
A full-game reply places the health-potion threshold on a slider reached through the crossed-swords control beside the health bar. Inspect that setting when the character spends charges earlier than you expect.
A higher remaining-health threshold asks for healing sooner and can spend charges more readily. A lower threshold delays use, but gives you less room to absorb a sudden hit. Choose based on the incoming damage and how many charges you need through the whole encounter, not a universal percentage.
Community recommendations differ: one reply suggests earlier use to avoid wasted pickups, while another prefers saving charges for later damage. Neither establishes the best percentage for every class or boss. Watch a complete run, including the approach to the boss, before leaving a new setting unattended.
